You will need a Section 19 permit for each vehicle. Permits are obtained from your region's traffic commissioner office for a small fee. There are criteria which apply to enable you to operate under these permits. The following link is the current version of the guidance from DFT (although I understand this is to be updated). http://www.transportoffi...0Sector%20July%202005%20(PSV%20385).pdf#xml=http://www.transportoffice.gov.uk/cgi-bin/texis.exe/webinator/search/xml.txt?query=section+19&pr=crt&prox=page&rorder=500&rprox=500&rdfreq=500&rwfreq=500&rlead=500&sufs=2&order=r&cq=&id=4a168c7d1f

Also have a look at DVLA document INF28 - Driving a minibus. Also VOSA doc - Passenger transport provided by voluntary groups under the section 19 or 22 permit system and DfT doc - Guidelines for incidental driving of minibuses. You need to be aware of the difference between driving as a volunteer or driving for 'hire or reward' (what's written in job descriptions can have a significant bearing on this). Also be aware that licenses issued after Jan 1997 do not automatically entitle drivers to drive a minbus [ie have D1 (101) on the license] unlike those prior to this date and the post 1997 licenses also need to be renewed/replaced every 10yrs. Hope this helps.
