Hi all
Our in-house maintenance department carries out recorded inspections of ladders at a minimum of 6 monthly basis.
To supplement the above a ladder log is recorded.
although the maintenance team inform me thaey are experienced, "competent" should they attend a more formal ladder inspection course? (me thinks yes)
The ladders appear to be in good condition but it is difficult to trace back their place of purchase, what does also concern me is the fact no CE mark is displayed on many of them
what are your thoughts please

Competence is not clearly defined and a 'course' is not always available nor suitable in some areas
My personal step ladders were made in 1943 [the War department stamp is still clearly present!] out of OAK so they carry no CE marking but I assure you that you cannot easily [if at all] procure ladders of this quality today and they are still in excellent condition so a course stating that all ladders should carry the CE mark is missing the point
My point here is that you need to fully understand the competence of your staff to move forward and organise a course / or not as the case may be
That said your staff may think that they are competent where they may not be as checking and inspecting is not the same thing and poor practice may have creeped in or been their from the begining
Additionally a person who does not know the characteristics of the specific material that a ladder is made of is not competent to inspect that ladder; and thats the point as many checkers/inspectors today are only knowledgeable about Ali ladders and automaticially ban other materials! Another lost art!

I personally carry out all the ladder/steps and hop up checks within our company on a 3 monthly basis. To ensure that all equipment which is used for working at height is appropriate i insist on either class 1 or EN131(old class 2) this way i know that all equipment that is used for working at height is suitable for the job in hand.

i think a full ladder audit would be appropriate.
leaning towards (no pun meant) a set standard eg EN131 that way at least if the worst was to happen then we can at least say that suitable equipment was used.
Could well be the way forward including other control measures

I must admit the classification (or lack of it) of a 'competent person' is a real bug bear of mine. I have yet to receive a definitive answer from any HSE representative without the standard 'politicians answer' which leaves you still clueless.
We produce a range of equipment tagging and inspection systems (ladders included) which are designed to be used for employees to carry out pre-use checks. We advise it to be used alongside their statutory thorough examinations and advise the frequency of the inspection to be considered in the risk assessment. Some people want to carry out daily, some weekly, some monthly and some on a more ad-hoc basis - much depends on the frequency of use and also the environment they are being used in.
