Hello, Would like some advice. I have been on the HSE website and have managed to print off Guidance Note PM28 (3rd edition) on this, have read through but still would like some clarification. We use a cage in our workplace and attache it to our FLT, we use this pretty much every day in our Warehouse for short durations. From reading this guidance notes obviously this is safer than using a ladder but perhaps it not the best type of equipment but due to the short duration and cost this is all we have at the moment, is this acceptable? Am i correct in saying that the platform is not allowed to exceed half the weight of the SafeWorking Load of the FLT? Is this the same for height, do you have to halve the height too? Any help on this would be much appreciated. Thanks Katie

The use of this non integrated platform nearly every day means that its use cannot be classed as occasional and therefore would not be acceptable! Your local friendly HSE inspector would not be a happy bunny! A MEWP would be my first purchase! You do not have to half the height. The rating capacity for the forklift should be double or more the weight of the platform + persons + tools. Side shift, mast levelling etc should also be disabled.

Using it to raise persons requires six monthly examinations this includes the forklift. The safe working load is what it says, everything in the cage, including the person + the cage can not exceed SWL Resonably practicable? can you justify what you are doing.

i guess the purchase of a new MEWP might be considered justification for why the current method is being used not all business's have the spare cash laying around to purchase such an expensive piece of equipment. Just make sure your current method is as safe as can be and that you have a written method statement how the work is to be carried out as well as a risk assessment. make sure all safety equipment is inspected as required and operators are trained on the use of safety harness and restraint lanyards and that a working area is closed off etc etc.Is there an alternative to having to send someone up so often what work are they carrying out is there an alternative to reduce the frequency. Hi Katie, daily use of a FLT cage will be very concerning to your liability insurers as well as HSE inspectors. PM28 is quite clear on the limitations of a non-integrated platform and daily use can hardly be termed occasional. It has become routine and thus not occasional. It is "merely" guidance but it would be very difficult to justify continued use during a fatal accident investigation. I suggest that the risk assessment associated with the use of the FLT and cage is due for critical review!
