Thanks for your help i run my own business and i haven't registered with an enforcing authority, i guess it would depend on what your business is and how many you employee. i work from home and as far as i'm aware you just need to let the tax man know. It used to be a requirement of the OSR Act 1963 and up until a few years ago we as a local authority would still send registration forms to businesses, but that was done away with. So no need to register with regards to health and safety, but if you're running a food business, obviously that's a different story.
