NEBOSH did not set out with the intention of this qualification being in direct competition with the IOSH Managing Safely training course. However I must say that this could well become a very serious competitor in the UK as it can be delivered over a three day period with each candidate also being required to complete a risk assessment in their own workplace.
I completed the delivery of this course yesterday and therefore from first hand experience I can make the following comments
As you would expect from any NEBOSH Qualification the syllabus has been developed with a very good content that allows for it to be delivered to a wide variety of organisations and industries.
The lack of reference to UK Law at this particular level is ideal because the target audience i.e. persons who require an understanding of the principles of health and safety as part of their job should not and do not need to get hung up on legal aspects.
Despite the lack of UK law candidates still need to have a very good understanding of risk assessment principles and practice as well as a sound understanding of the importance and significance of hazards and controls.
Under the existing qualifications framework (due to change at the end of the year in England & Wales), this qualification is set at a level 2 and offers a stepping stone to NEBOSH Certificate Qualifications.
NEBOSH do not supply training materials for this course as training providers are expected to develop their own which allow candidates to meet the requirements of the syllabus and subsequently sit the end of course 1 hour multiple choice exam. The multiple choice exam is set and marked by NEBOSH with the candidates risk assessments being marked and moderated by NEBOSH. This ensures that the overall process is robust, set, marked and moderated at an appropriate level.
The overall feedback for the group that this was delivered to was extremely positive and a further course is already planned for this organisation following feedback and discussions earlier to-day.

We should not forget however that the Managing Safely course also has an international version that is not UK law specific. Of the two I prefer the Managing Safely for overall content when properly delivered.

Feedback from all of our staff who have done Managing Safely (including myself a few years back) is that 4 days or 5 if you do the assessment on the last day is far too long. 3 days is about right for the content and then whatever for the pratical assessment.
From a tired Hally who has just spent day and a half in Motherwell and is glad to be going out for a beer or ten in Liverpool very very shortly...
