The best Policy (Statements) are brief (1 page), engaging (employees, contractors and stakeholders) and are not cluttered with legislative references.

Hi Alan, firstly, are you writing a policy or a policy statement. If its just the statement, I agree with Ron the use of quoting a myriad legislation can be very negative. Keep it brief and easy to digest, less can sometimes be more.

I know it might sound odd but try a google search sometimes you can come up with some very useful documents that might give you exactly what you want or put you on the right road.

Hi Alan, if you are writing the full policy, can I ask what type of industry are you working in? (I’m assuming construction).

We have a manufacturing base producing fabrications
We also work on construction sites

In a construction industry perspective, perhaps it might be useful to consider your organisation and arrangements in the context of the expectations and requirements of the commercial pre-qualification schemes (SSIP, CHAS etc.).
Certainly if you're starting a review from first-principles, it would be sensible to design your approach so as to satisfy these criteria.

Hi Alan, without having an insight to your processes, its difficult to address policy and procedures. In terms of the legislation, you can use free online services or buy-in appropriate material i.e. Croner’s; Tolley; Redgraves etc.
