The best Policy (Statements) are brief (1 page), engaging (employees, contractors and stakeholders) and are not cluttered with legislative references.

In a construction industry perspective, perhaps it might be useful to consider your organisation and arrangements in the context of the expectations and requirements of the commercial pre-qualification schemes (SSIP, CHAS etc.). Certainly if you're starting a review from first-principles, it would be sensible to design your approach so as to satisfy these criteria.
