If working on a domestic property (building alterations etc) is there a duty to have such things as an asbestos register. I see the regs dont apply to domestic properties?

You have answered your own question. No. However the most important thing for consideration is their likely to be any asbestos containing materials within the property. If their are, you will need to consider if you are likely to disturb them, are competent to deal with them and what precautions/remedial action either you or some other competent person will need to take. Dont forget environmental law especially and most other law applies and dont get to hung up about what does or does not apply so I would treat asbestos management from your angle [removal, exposure, storage, disposal etc as if the regs did apply - If in doubt treat suspicious material as if it is hazardous

Just to be absolutely clear: The Control Of Asbestos Regulations most certainly do apply when working in domestic property. The Reg4 duty to manage is restricted to all non-domestic premises and to the common parts of domestic properties. Ok, you won't find an Asbestos Register, but the contractor's employees will need appropriate training (Regulation 10) with at least Asbestos Awareness Training meeting the requirements of the L143 ACoP.

As Ron has said, the duty to manage does not apply so you don't need a management plan. Contractors, developers and landlords still have to comply with their duties and so may need to have a survey carried out if work is likely to disturb asbestos. Any nasties would need a licensed contractor.
