My workplace are holding a penalty shoot out on a patch of (tarmac) land outside of our building, our staff will be given time off work during the day to take part if they wish, so my questions are:-
Do I need to inform the owner of the land, (mainly used as a big car park)?
Do I need to prepare a RA for this event? Or would the owner of land have to prepare one?
Who would be held responsible if anybody had an accident while taking part?

Tell the landowner? Not for safety reasons, but it might be required by your lease. Even if it isn't it's only polite, and helps to ensure he isn't planning to do maintenance on that end of the car park that day!
Risk assess? Well as long as everyone taking part is genuinely doing so in their time off (even time off specially given for the purpose), in totally of their own free will, then volenti probably applies and you're not likely to have liability. BUT, there's at least a foreseeable chance that the goalie could be injured (ball in face - diving on rough ground etc) and maybe a passer-by - where would a stray kick that missed the goal go?
So it's probably worth doing some sort of assessment - start by writing down everything you've thought about so far - if you get it all in order that may be a sufficient assessment and you don't need to do anything else. If not, it'll highlight what else you need to do.

You don't have to risk assess everything!!
Is there a 'significant' risk?
If given time off, are the people still actually 'at work?'
What happenend to proportionate risk management?
Lets hear if from the hand wringing brigade - 'hell and damnation' if you don't cover everything approach to h&s

Jumpers for goalposts :-) !!!! I am somewhat 'heartened' to see the last two posts.
Perhaps some mats for the goalie, but otherwise 'go for it', I can't help but feel that spending too much time worrying about liability, responsibility, etc is in the main largely unnecessary. Yes the goalie may get a shiner, but that is an inherent risk!
No hand wringing here; enjoy.

I agree with not going over the top, however my brother in law is a goalkeeper and he has broken his little finger twice now due to the force of the ball and thus requiring reconstructive surgery. Make sure the goalie has gloves and is willing to take the reasonable risk of hurting himself.
