I was under the impression that his Lordship suggests that ALL H&S regulations be consolidated into one document- so we would include, PUWER, Confined Spaces, Work at Height, Ionising Radiation, COSHH, Genetically Modified Organisms (Contained Use) and Manual Handling into one set of easy to apply compressive regulations hmm...
And with this they provide short ACOP- 2 sides of A4 maybe and a simple on line assessment from that you can fill in, in 20 minutes.

Easy really. They'd be called the Health and Safety (Absolutely Everything in 20 Minutes) Regulations. They'd have a 2000 page ACoP with a one page executive summary completely devoid of any facts and a tick sheet assessment form that could be done by the maintenance man in his spare time.
Everyone knows that any fool can do H&S anyway, right? Unless they are a consultant (spit!) and then they need a degree level qualification and two years post-quals experience just to make sure they don't get carried away with their own self-importance.
