Non-union Safety Reps training - benifits and reward

Firstly dose any one know of a good Non-union Safety Reps training course provider for the cheshire area.
We are trying to promote the role of the safety Reps and improve the communication on safety matters across the site. We have 3 union reps and 11 non-union reps, Normally 4 turn up to the safety meetings, but thier imput at these meetings is very low.
To improve and move forward with our safety performance, it is critical that we get these people switched on. Has anyone got any suggestions on how I should tackle this problem.
Dose anyone give benifits or rewards to non-union safety reps

I've been on this as we wanted to see what it was like to send our Safety reps on.
It covered mainly what is in IOSH Managing Safely although not as much detail, so if any staff have done Managing Safely no point putting them on this, however even covering old ground for me i found it interesting and we have put some staff through already and hoping to put others through.

Thanks for that information Hally and teh boy, Ive contacted a guy who is going to come in and explain the course , Hopefully this will meet our needs and its funded as well.
Dose anyone give benefits or rewards to their safety reps for doing the job, In the same way that you give your First aiders an annual reward for doing that job for example.

Martin, just a thought... has anyone ever taken the time to explain to the safety reps what their role entails and why it is important to both their colleagues and the company? To me that is a basic management function and should not need the services of an external trainer.
I am not an advocate of paymemts for doing good deeds. In the case of first aiders the reward of receiving training and an annual refresher in a skillset that may save a loved-ones life should be sufficient. For the safety rep, if what they are being asked to do is in nornal working time then they are already being paid; if overtime is involved, they are being paid extra for their assistance to maintaining and achieving a safe and healthy working environment.

For the union reps the TUC run courses from level 1 upwards.

All our safety reps have been trained on BSC level 1 cert and we have an internal training presentation which covers the roll, aims, and legal requirements etc. The three union reps have been trained by the union, All three said that it was an excellent course which covered attending meeting, effective communication etc. I was looking for a course for the non union reps to attend, that would be of equal benefit.
The course suggested appears to cover our requirement,
