Hi All, Can I request someone to share a good covering letter that I can attach with all the HSE documents that I am planning to release to all stake holders. I have to get this covering letter signed by the CEO. Assuming my handicap in framing a good letter, I am seeking your help. This letter must give an impetus and generate an interest and commitment on people who are receiving it. Any help? Regards, Prads

By "release", do you mean issue for stakeholder comment and feedback on impact assessment, or final issue for implementation? The status of your documents (authority and requirements for implementation etc.) should ideally be defined in transparent terms in a 'once and for all' statement within policy arrangements (as should your stakeholder review processes). That way, the covering letter becomes quite brief, and there is no dubiety or argument about implementation and ownership. The document itself (procedure, standard, alert, guide etc.) should clearly describe its own purpose, scope and aims, and should not need any further clarification in a covering letter. The letter then, only has to say that the document has been authorised and issued in accordance with policy arrangements, date effective XX/XX/XX. A wee bit more detail if older documents are to be withdrawn/superseded. Where your stakeholders have been involved in the drafting, feedback and impact assessment, the implementation (and "buy-in") becomes that much more straightforward.
