It there anything that prohibits us using orange hi-viz on street / road-works. The only guidance I can see says "normally be fluorescent yellow" - Mike

No, not as such but you will find some HSE guidance that suggests that the hi vis colour should be different to that of the ambient background colour, so if you are using lots of orange plant then yellow might be your better choice, and vice versa.
