Hi all,
This is my first time posting so please be gentle!!!
We are currently devising our annual safety plans for 2011. In the plans we have looked at what new personnel, processes and equipment will be used over the coming year which have identified some new SSoW's. This is an area senior management want to see targeted i.e. one SSoW per month at each location (we've 20 locations). This year we completed/reviewed all the obvious SSoW's. Based on our plans for 2011 we will not do 1 per month at each location and this is being frowned upon.

My question is how can you create a schedule for SSoW's when the risk assessments have yet to be carried out?

WSSW / SSoW etc come from 'proper' RA's & not the other way around so I would suggest that the RA's are undertaken first

One revision a month does not seem too much to me but we need more detail to comment properly

Your scheduling template should be able to handle most subjects as the actions etc are basically the same

Thanks for the response Bob.

I am trying to advise the powers that be that SSoW's are based on the outcome of the risk assessment. They seem to be more interested in the quantity rather than quality. They want to see a schedule that ,for example, would name the SSoW's that will be done in November 2011 at a particular location.

As Bob has commented - we need more information to be able to comment properly.

As a starter for ten, I would suggest that if your business is planning to introduce new processes, plant etc - then the plans for their introduction should include allowance of adequate resource to prepare the necessary safety systems. If the resource you have at present is insufficient for delivery of the safety systems prior to the introduction of new processes etc - then additional resources necessary should be identified in your health and safety plan to meet the timescales imposed.

The additional resource might be an expansion of the internal H&S specialist support, it may be found as a temporary measure from a suitably experienced consultancy, or it could be found by seconding staff from operations / engineering or whatever.

However it is found - if the senior management want it done in a certain timescale, they will need to acknowledge the need for adequate resource to meet the schedule established. Your 'H&S Plan' should not be based on trying to do too much with too little, and should not be restricted to schedule only - the schedule needs to be supported with appropriate resource..

For whatever reason, your Managers are not seeing past the number crunch and tick-box performance criteria of annual reporting. An obvious trap of course, you did 20 (or whatever) last year, so the demand is for 20 or more this year.
Let's see if I catch your drift:
Given that all our safe systems of work are (or should be) subject to constant monitoring and review (as opposed to revision) in other words a "given" activity anyway, perhaps the Plan Objective needs to be clarified?
Perhaps a given number of SSoW subject to a more in-depth Audit process (irrespective of change of process, but with an obvious focus on new or substantially revised systems) after (say) 6 months bedding in?
