Where should a sub contractor (a one man band and not an employee as required by Social Security Regs which stipulate the need for an accident book record) record an accident at work? Should he have his own accident book?

Also

Who would report a RIDDOR incident if he is working for us on our clients site? RIDDOR states that it is the person responsible for the premises the accident has taken place at (a member of the public's home).

I would suggest that you would report any RIDDOR incident as it happened on your client's premises and you could therefore be said to be in control since presumably you contracted the IP sepcifically to do the work.

RIDDOR guidance does define in control as being "in connection with their carrying on any trade, business or undertaking" so this does not necessarily mean the owner of the premises.

Should he have his own accident book?

This is a very fine line but if an accident is caused by him or claimed as being caused by him a form of accident recording system may be a benefit to him as he could demonstrate that no accidents nor claimed accidents caused by him were claimed etc for x amount of jobs/years

However if such a person brought up the subject to a tenant etc with good intent it may be like opening the flood gates to claims so I would advise that if U really want to know then very specialist advice is sort noting that ignorance is a good defence in some cases especially if U are a 1 man band!
