I know fire doors have to achieve set standards and should be compatable with the frame, but my question is can they be made with softwood? Cant find any reason why not as long as it hits the requirements and standards

Softwood and hardwood are botanical terms, and have nothing to do with the engineering properties of the wood.
Hardwoods come from deciduous trees, and softwoods come from evergreens.
Balsa wood is a hardwood. Yew is a softwood.

I was reading a completely unrelated article the other day (thinking of self building a house). It was talking about a new 'plasterboard' type material. Within the article it mentioned that in many cases plasterboard is used in the core of fire doors and it is that which gives the fire resistance.
Don't take it as gospel as I don't know if the wood type also contributes but at the end of the day if its tested / certified does it matter? I am not wood expert but having replaced many locks etc in fire doors they appear to be generally softwood but with a hardwood 'veneer' or outer covering.
Hopefully theres someone who can give a more technical answer. I have had similat issues with the door furniture being suitable / tested etc.
