There are many cases reported of these devices being used to 'dazzle' drivers and pilots of aircraft coming into land. In the work related context, I am not sure of what the 'common violations' are but suggest that they should only be used to point at the presentation screen and not used to point at people in the audience or generally waved around while activated.
