Underground Utilities and the Providers Regulation

Folks,
does anyone know of any legislation, regulation or codes of practices that utility providers and their installers are meet to apply too? (The design, installation etc)
I know HSG 47 well in relation to safe digging practices, but I would like to know if there is anything specific to telecommunications/electric/gas/water etc providers?
Is there any trade industry's or associations that they should be apart off?

the utilities are covered under both the Highways Act and the New Roads and Streetworks Act (and associated Regulations) also the traffic Management Act
Under the Streetworks Act there exists Approved Code of Practice. NJUG only issues guidance.
