Can someone assist me in developing a Traffic Emergency plan to cover the emergencies like:-
1. Traffic Accidents
2. Traffic Signal Failures
3. Tunnel/ Underpass Closures
4. Diversion Routes
I will be greatful if anyone can share a template.

You seem to be asking for a lot with very little detail. i would have thought this is something the police or highways agency would be involved in both in planning and implementing. how do you find the need to produce such plans i would have thought the highways and police would need to be involved at a very early stage as it's not something you could leave them out of the equation on.
What is the actual project.
