Given the requirement for welfare facilities from the start of construction, have any members explored any ways of installing welfare before the reg 16 start without compromising the client's position.

Portable toilet and hand washing facilities and bottled water whilst the more permanent facilities are being installed - if planned correctly and given priority this can be done in 1 to 2 days. The main workforce should refrain from occupying the site until the welfare provisions are installed tested and commisioned.

Difficult to answer with so little knowledge of the size of project, size of site, number of sites, type of work etc.

Oasis units are a good start and they satisfy the needs of a small enabling works team 4-6, while the permanent welfare is being established, they have all the welfare requirements covered.

can U say/make it clear as to why a client would be compromised? As all working on a clients site should adhere to the clients instructons which should include provision of adequate welfare before during and after the main work is complete

I suppose if the client signs the F10 to declare he is aware of his duties under CDM he is saying that he is aware of the Welfare Regs. but not putting himself at risk if the welfare is not in place as that is in the hands of the PC.

In my experience most construction projects start without adequate welfare facilities as they are put in place during the first few days. You could say construction should not start during those few days but the client would not be happy to lose a few days construction as it may affect the programme.

I know a PC whose workers take their own w kitchen with them, consisting of sink, taps, plumbing, worktop, etc. and they install it during the first day. That is of their own volition.

Others use local cafes etc. until welfare is set up. Some are better organised with welfare cabin complete with toilet, this can cost as little as £20.00 a week with a 6 week block booking.
