I would suggest that the inputs into a permit to work should be based on the competent persons knowledge of the work to be done but also the contractor's method statement and risk assessment. I believe this to be reasonable but colleagues are proposing that the extra work in requesting customer documents is unreasonable and will slow the process. I know that I am preaching to the converted here but has anyone else met with similar resistance when trying to ensure that work is undertaken in a safe way?

All those involved should know the PTW system and it should be suitable and sufficient for the work in hand but it does not need to mirror what is being physicially done as part of the contractors work as the PTW is probably/usually for another purpose e.g. ensuring controls are in place so as the contractor can work safely after it has been activated ----- the contractors RA may only cover the work thereafter
