We're due to start construction of a new piece of equipment at our site later this year. The install is to be split in to two seperate phases i.e. the construction of the framework and then the installation and wiring. There are likely to be several weeks between each phase. Seperately, they are less than 30 days / 500 working days but together they are.
Do you treat this as one project, as I suspect, or two?

The second phase being installation would probably be notifiable but not the first phase if it is manufacturing, however this could be a grey area?
IMHO you would not need to notify.
Think about it - if it was manufactured at a different site, or by a different company to the install would it be notifiable?

This is 1 job not 2 jobs as 'proximity' exists - speak to your local HSE office and a main point of the CDM regs is to stop breaking down jobs into 'penny' packets when in fact they are one large packet
Irrespective of the above HSWA, MHSW etc still apply!

Yes, I see, thats why I saw it as a grey area too. The two distinct phases are both going to be under the notification requirements but taken as a whole, they would be.
The first phase isnt so much manufacturing as assembly. The equipment is being manufactured elsewhere and then assembled on site. This is a large steel tower structre inside another building on which all the production equipment actually sits. The second phase is the installation of the production equipment and commisioning etc.
Two phases, time seperated but one project.
I had a look in the ACoP and couldnt find any clear definition of a project.

Basically its one project and unless there was maybe a year separating the phases I feel its notifiable - if you need an experienced RMAPS MCIOB CDMC let me know.

We tried the same ploy some years ago. Frowned upon by HSE, i suggest notify as one project rather than trying the break it down into bite sized pieces 'scam'

The assembly of parts in the manner described is construction and phase 2 is totally reliant on phase 1 completion therefore imho you have a single project.

Bob OK I hold my hand up and admit I was wrong, however what if the manufacturing is 100 miles away and begins 6 months before the site work starts, is that still CDM notifiable as one single project? Part 2 is still dependent on part 1.

That is a different description of the task and you are then talking in terms of pre-manufactured items in a workshop and thus the site installation is the only part that matters and does not meet notification.
