Do work vehicles need to carry a Fire Extingusher?
We have several transit van type vehicles with some carrying upto 5 litres of petrol and or diesel.
Can anyone tell me in plain English what the regs are and if the carrying of upto 5 liters of petrol to fill up their generator (for example) is classed as 'Carrying Dangerous Goods'.
Your knowlegde is needed.

Rick. 1.1.3.3 of ADR 2011 allows up to 60l of fuel to be carried in a potable fuel containers in a transport unit (Van). So, if you are below this level the rest of ADR doesn't come into play. Fire extinguishers are not mandatory at this level.

Also consider whether you would expect your staff to put out a fire involving 5 litres of fuel. They would need to be trained and sure that they could make a difference. If there is no extinguisher then they are more likely to walk away to safety.
Perhaps the consideration should be (and I am sure you have done this) is can the risk be eliminated or reduced. Carry less fuel; ensure it is safely contained and prevented from spillage.

Carriage of Petroleum- the Carriage of Dangerous Goods and use of Transportable Pressure Equipment Regulations 2004 (CDG) require that Petrol should be carried in UN Approved containers (called packages) which are properly stowed on the vehicle. The packages should be marked with Flammable Diamond and with the UN number for petrol (UN 1203). Up to 333 litres may be carried as a small load which means that only general training needs to be given to the driver and that the vehicle only needs to carry 1 x 2kg fire extinguisher. These regulations do not affect purely private carriage.

Why is nothing simple. Under ADR 1.1.3.3. I am exempt from ADR but under CDG I need to carry 1 x 2kg Fire Extinguisher. The training of the lads is not an issue in that they get a good Fire Extinguisher Awarnes course which covers when and how to use a fire extinguisher.
I am of the opinion that vehicles / work vans should carry a fire extinguisher (that is servied on an annual basis by a qualified and competant person) even if ADR 1.1.3.3 makes our vehicles exempt. I see it as best practice.
Does anyone agree or disagree with me?

Not sure I can agree with you, our organisation does not advocate the fighting of fires in our vehicles, a risk assessment was carried out (not by me) and found that the safest practice was for employees to exit the vehicle as soon as was possible.
Delaying to retrieve, unhook, unclasp the extinguisher was seen as unacceptable, as was returning to the vehicle to fight the fire, which could go pop at any time.
As such the extinguishers were removed. Better to accept the loss of a vehicle/cargo than to lose employees.

CDG 2009 was more aligned with ADR than previous versions. Part II Section 5 points to ADR for the requirements, there are some differences between the two, but nothing regarding fire extinguishers. Under CDG & ADR you are not required to carry a fire extinguisher for what you intend to carry. The fact that you are of the opinion that they should be carried sort of makes the question redundant. I am in total agreement with Ken Slack. Vehicles and objects can be replaced. People can't. Andy
