There seems to have been an oversight on HSE's part regarding collecting statistics from accident books; companies with under 10 persons do not need to keep them. There are 1,218,720 with employees and 1,019, 290 (83.6%) have 1-9 employees. (http://stats.berr.gov.uk/ed/sme/smestats2007-ukspr.pdf) Therefore the HSE will have a substantial chance of not being able to collect their stats for europe. Regards

What's the question? All persons including the self employed still need to report under RIDDOR (not saying they do tho :) )
