We have employed a few agency workers at our factory site, I have issued all the PPE including Overspecs for the employees who wear glasses. I have an account with the opticians for prescription safety glasses where all our employees go, because these are agency workers the company worn,t agree to pay for the prescription safety glasses for agency workers, any thoughts

The agency is their employer and should provide PPE. You stipulate in the contract what PPE the worker needs to turn up on site with. A further thing we do is make it very clear to the agency that if you find out they are charging the workers for PPE you will report them to HSE

Normally the duty to provide PPE falls with the Agency (employer) and therefore I don't believe your company need to supply prescription glasses or any other PPE. However, sometimes it is more pragmatic to supply PPE and possibly charge the Agency. Of course, this matter should have been discussed and agreed with the Agency in advance.
