I am looking to carry out annual checks on our various racks. They are used to store light loads, well under the spec of the racking so I don't need to do load testing. I plan to check:
Condition: rust, damage
State of assembly; put together correctly
Footing / security; is it likely to topple over, fixed to wall & floor
What is stored on it; is it still light loads; leaky corrosive chemicals
What else could I add?

Off the top of my head -
Condition / presence of locking / fixing pins.
Signage on the racking.
Change of usage / modifications made.
Ease of access to escape routes within the racking - make sure fire exits haven't been blocked.
Layout in relation to any fixed fire protection - sprinklers.
Traffic routes for reach trucks, clearance heights etc.
Presence of protective boots / rails and their condition.

I have a 'warehouse checklist' so that all aspects of racking, traffic, storage etc are checked at once. As stevie says the traffic routed for FLTs and people with pump trucks etc need to be clearly deifned and the checklist muct ask if folks adhere to the warehouse rules, floor markings, hi-vis vests etc.
Other things: lighting adequate, floor condition (potholes), housekeeping, are there spill kits for liquids and COSHH procedures for hazardous spills, are the racking corners fitted with protectors against FLT bumps.
And is there a system for staff to report damaged racking, damaged pallets, damaged packaging. Are small containers on upper racks seccured, are there 5 litre cans teetering on the edge of the top rack (I see that occasionally).

You could use a competent person, or have training to ensure that you are carrying out your racking inspections correctly
