Is there a requirement to carryout health surveillance in relation to Noise exposure and HAV. Current situation is that noise exposure has been assessed, PPE issued and levels of exposure are below 80dba. HAV, again vibration levels of equipment known and exposure to operatives is below the EAV via rotation and all use of equipment ie trigger time is recorded.

Hi Paul
Regs for both topics read that Health surveillance is required if their is ' as risk to the employee'. My interpretation (for what its worth) is that your assessment and controls you have mentioned show that both risks are controlled to below the relevant exposure limits (assuming the noise is <80dB(A) before PPE is applied and not a calculation of noise minus PPE performance).
Therefore I see no legal requirement to carry out Health Surveillance.

If you need to apply the control measure of "rotation" then it suggest that you have tasks above 2.5 so you should have health surveillance for HAVS.
It may also be beneficial to the business to have hearing assessment records of these employees. You usually find high noise levels where there is a vibration risk.
