I would suggest that a web based package is not the place to start if you have approx 1000 employees in a manufacturing/construction sector company. I think your best bet would be to start from the bottom up and, when a rough draft is ready, put it on the web yourselves. That way you cover all the bases and are less likely to miss something that a 'generic' package may miss if there is something specific to your company that few others do (ooh - awful english but I hope you get the idea).
