Can the same person who erects a tower or mobile scaffold and is pasma trained be the same person who then inspects and tags it to say it is ok to be used after erecting the tower. thanks sitesafe

Yes he can. Part of the PASMA standard course details what to do regarding an inspection.

Interesting topic this one following an excellent scaffolding workshop run by the Merseyside branch yesterday. The presenter is a scaffold expert who is used by HSE for inspecting dodgy scaffold and also expert witness in court cases. Specifically regarding scaffolds he stated that persons who inspect scaffolds do not need any qualifications, just experience. He further stated that persons who design scaffolds also do not need any qualifications, just experience. I have always believed that there is some formal qualification but now know different. Re portable access scaffolds is there a regulatory requirement for qualification for persons inspecting towers? To answer the original question yes the erector can and should sign off the tower and can be the follow up inspector as well. That to me makes sense.
