Replacement of damaged components of steel storage racking

I have a client who has obtained a report from an approved racking inspector detailing a number of defects to their racking which require replacement of component parts. Despite my recommendations of calling in professionals to do this they wish to do the work in house as they determine the warehouse supervisors 20 years experience in working in a warehouse is sufficient. (Hmmmm).
I have explained that prior to works commencing a full risk assessment, and method statement is to be completed and they have asked me to do that with them. Of course issues such as working at height, access equipment and manual handling are to be considered.
I am aware that SEMA (Storage Equipment Manufacturers Association) publish a number of method statements for the installation of racking equipment, but I would appreciate any help from colleagues on measures to prevent collapse of racking whilst removing components with stock off loaded.
