Chlorine Dioxide Generation Plant- urgent help needed

Our plant has a proposal to install chlorine dioxide generation plant and we received a couple of proposal from the vendors. 1. Use of NaCl02 and HCL , uses ejector system for CL02 generation under vacuum or underwater reactor. 2. Using Sodium chlorate and H2SO4, the system use educator for Cl02 generation under vacuum. 3. A special blend of chemical having NaCl02 as on constituent and then electrolyzing this chemical.
Please can anyone inform me the essential safe design factors, other requirement to be ensured in technology and construction characteristics should be checked prior to finalize the design and construction of such generation plant?

Suggest that you carry out a Hazop on each design.
In the case of option 1, the main points to consider:
Over pressure at reagent dosing pumps (provision of pressure relief)
Loss of vacuum at reaction chamber (provision of vacuum switch to PLC and shutdown) (provide low vacuum alarm) (interlock to shutdown dosing pumps)
Reverse flow through water motive line to ejector (provision of check valve)
Reverse flow through chlorine dioxide solution line (provision check valve)
Other considerations:
Alarm contacts for pump failure, low reagent flow. Shutdown contact to provide for connection to detection system.
