I have come across the following verse in the book of Deuteronomy (5th book of the Old Testament).
"When thou buildest a new house, then thou shalt make a battlement for thy roof, that thou bring not blood upon thine house, if any man fall from thence"
This was wrote by Moses circa 450 BC.

The book U note pinched the line you noted from much older documents and there are other examples

Bob would that be the 4,000 yr old 'Code of Hammurabi' - quote 'If a builder build a home for someone and does not construct it properly, and the house which he built falls in kills it's owner, then that builder shall be put to death'
Bit harsh and not sure it would form part of a CDM review

This was wrote by Moses circa 450 BC. Is this the first ever work at height regulation? It looks to me as if it is a requirement for fall prevention.

Noise was also an issue in those times too!
It states in Corinthians that, " . . and woh, the roar of Moses triumph could be heard throughout Isreal", which goes to prove two things:
Noise was a recorded issue in those days
Triumph was the first motorcycle ever produced !!!

Moses was great; he managed to foresee the invisible hands of god for opening the red sea to ensure duty of care for his entire troop to leave Egypt without injuries evaluating all hazards, knowing exact route, the climatic condition needed, a perfect assessment of risk. Don’t know if the Lord decided to amend or not the law to prosecute Moses for this type of heroic but risky action.

I thought the bush was just to get his attention ( he didn't want to use gory pictures, I guess ). His message was the first toolbox talk, which unlike us only had to give once and with no handouts, Moses had to make his own notes.
