Hello all
Could anybody provide some advice or point me in the direction of guidance or a standard which related to asbestos contamination in soil.
Some more details:
A geo-tech survey has identified the presence of (what is believed to be) asbestos containing cement sheets, located at random intervals in a brownfield site which is to be developed. Historically the site was a sewage works although its recent (20 year) history it has formed a landscaped area.
My specific queries relate to:
Further sampling is required. This is fairly specialist and will require further trial pits to be dug. What level of control and PPE would be required for this work?
Potential remediation and disposal. What level of remediation would be required? What sort of costs would be necessary?
I don't have a vast amount of knowledge in this area so would be grateful if anybody can provide guidance, or perhaps some examples of how they have dealt with this on their projects.

Martin, You have an expensive problem. I would suggest that you contact a "UKAS accredited asbestos surveyor" before going any further. A good surveyor will be able to determine the type of asbestos and will advise on its legal removal / disposal. (Note that some asbestos removal companies may offer to provide you with an asbestos survey service: if they do, make sure that they are UKAS accredited asbestos surveyors).
You can get some details from HSE publication HSG 264 - Asbestos Survey Guide (free to download). Additionally the HSE have some publications that may be of interest; EM1 and also A11 would be good starting points.
The disposal of the asbestos contaminated soil will be covered by the Hazardous Waste Regulations. You will need a licensed waste carrier to remove the material off site to a licensed site. To dispose of this type of material in accordance with these Regulations expect to pay £300 - £500 per tonne (not including the actual excavation costs and costs associated with an asbestos surveyor's "Clearance" certificate).

You will need to use persons under medical supervision for asbestos to do the survey work - do not be tempted to do anything yourself. You will need to get an estimate of contamination %ge and whether it is localised or widespread.
Depending on results you are almost certain to require a meeting with the LA contamination officer, planning officer, HSE, Environment Agency and Uncle Tom Cobleigh in order to determine the way forward and methods of work. Last job I had 40.000 m3 of the stuff. We used it on site and sealed over under the carpark as the land was already classed as contaminated.
