Hi David,
For government funding, I think it depends on what your current employment status is. When I was made redundant 2 years ago there was a "rapid response fund" for funding training for the recently redundant. I was offered access to a training review with the local Connexions Centre (think this is now called "next steps" program). After some form filling and a huge wait (8 months due to processing error), I got a place on a PTLLS course that was perfect to add to my skill set.
LearnDirect do some free IT courses that my be of some value to you.
Sorry its not a more comprehensive answer, but hope this helps!

They definitely can, David. A friend of mine received an AP course for crane operations and a first aid course free organised by the jobcentre plus. Also, I recently delivered courses in Leeds for the probation services where people given community service were handed free courses in PASMA, IPAF, Ladders, Asbestos Awareness etc.
Irecommend the Jobcentre path :-)
