Has anyone had experience of the HSE inspecting their asbestos register and noting asbestos highlighted in the document (confirmed or presumed) which, due to refurbishments etc. has disappeared with no disposal certificate leaving questions over where it went? If so, what was their response?
I just wonder how integrated the register is (or isn't) with disposal certificates.
Also, if the asbestos is presumed asbestos with no confimation on its asbestos content, do people treat as special waste anyway to be on the safe side. I think the em9 document states that?? Seems a pricey way of disposing of waste considering it may not be special waste though.
Maybe three questions there. Your repsonses are much appreciated! :D

Just be glad they do not involve the Env Agency - ther4e may even have been a SWMP breach here. All asbestos waste transfers must be held for 5 years from date of transfer under bthe consignment note
You need to hold your hands up and look to improving your waste management
If yoiu presume it asbestos and do not analyse you must treat as though it contains crocidolite and amosite - All asbestos is special waste but firmly bound ACMs can be disposed of at monocell sites

I think you may find that Asbestos waste is only special waste in Scotland, it Hazardous Waste in the rest of the UK
All asbestos waste should have a consignment note showing its journey from producing premise to receiving transfer station and then landfill
These have to kept for production upon request for a period of 5 years i think

Surely if it only has to be held for 5 years then all you have to do is hope you dont get an external audit for 5 years, surely that isnt correct is it?

Regarding this one, it wasnt really my department so I didnt drop the ball on this one nor can I really step in and try and fix it as there is politics there with that. I do take on your point though. Were quite spoiled with our waste really as it all does to deep landfill so we just chuck out anything really.

Just hope that the environment agency do not pick up your system then. If they do they will go back a long way and every load becomes a single offence subject to the maximum penalty for the offence.
I would not want to rely on someone not spootting this before the 5 years are up and it speaks volumes about the waste management system present in this area. You cannot landfill everything in the same hole.

I find this thread interesting in the fact we engage several Licensed Asbestos Contractors to remove various small quantities of asbestos from residential properties.
They come in remove said asbestos and trasport from site, they have the relevent Waste Carriers License - However, we do not recieve a Waste Transfer Certificate . We are not talking about huge amounts, but more than one square metre of AIB in general.They take the asbestos back to their yard and place in their own skip, as do most Licensed contractors carrying out small licensed jobs.
We record on our register what has been done, we recieve a certificate of reoccupation, a clean air certificate - thats it. I do not believe we are falling fowl of any legislation (I have checked with the Environmental Agency).
