Fire safety responsibilities when staff from two employers share one demise

My employer has hundreds staff who work in a number of premises across the UK. They do not work within their own demise, but are integrated within the wider workforce in the premises carrying out specialist tasks within another employers building. These are not multiple occupancy premises and our staff work in a similar manner as a facility management company may have numerous staff working in another company's building.
I am happy that the other employer (as a he employs the majority of staff and has control of the premises he leases) is the Responsible Person.
Two issues I'd like some opinions on (Please):
1) I want to send an annual audit form to him (and all other companies) asking basic questions such as whether there is a current suitable FRA in place, when was it last reviewed and are any items outstanding (from the list of significant findings) which need addressing. It is likely that some companies may not agree to my request. I believe such as request is covered by Article 22 so they must...... Am I right?
2) In the same type of set up, who carries out a PEEP if my company sends a disabled member of staff on their site? Don't forget that in all practical circumstances, staff from my firm share office space, toilets, restaurants, coffee break out areas and car parks and I would argue would be a 'relevant person' for the other company to consider in their FRA process and within their emergency plan......... Comments??

I am responsible for H&S throughout hundreds of sites in so far that I set policy and audit and FRA and, and, and, etc, etc. In fact, everything except day to day on site safety management, that is the job of the duty manager.
I am actually based in our head office. Despite the fact that I write, police, audit, etc the companies polices and procedures, I don't implement them in the building I work in. I leave that to the 3rd party facilities management company that runs the building. I end up giving them quite alot of steer but despite being the most competent person working in the building, I'm not the person directly responsible for it.
The responsible person is not necessarily the one who does the work!

I guess you mean demesne, not 'demise'.
Annual Audit Form? I could envisage people taking the hump at that.
Why not just ask - that a copy be provided via one of your employees on the Site, and permission for them to fwd that to you (or else directly via e-mail)?
Your item 2) - it would be reasonable to give the host employer prior notice of mobility/ impairment issues such that reasonable adjustments may be made.
