There are changes planned to the reporting requirements under RIDDOR from September:- http://www.hse.gov.uk/press/2011/hse-icc.htmwith just Fatal and Major Injuries required to be phoned in. Over 3 day (currently) and dangerous occurrences will be reported online. The only thing I can't see is the required timescale for the online reporting - I know it used to be within 10 days for the over 3 day - anyone have any more information? Thanks, Mike

The Regulations themselves haven't changed, and the 10 day timescale is in the Regulations, so it must be as before.

Thought this was going to be about the over 3 day changing to over 7 days that is being reported today as being recommended by the HSE to the government.
Looks like the 10 days to report may be going to 15 as well, surely a chance people will forget to report the longer they leave it?

The Press Release only refers to the method of reporting. It is proposed that the absence period that will trigger a report is increased from 3 days of absence to 7 days of absence from work. The period of time in which a report has to be made is increased from 10 days to 15 days.
We'll obviously need to see exact Regs in order to determine whether these are calendar days or working days. The changes will neeed to be accepted by the Minister - so will presuambly come into effect in Feb 2012. Unless they pull the stops out and get them into the October change "slot".

The reporting changes come into effect on the 12th September, however there is a typo error in the HSE Bulletin of 10th May where it refers to "notifying fatal and major incidents and injuries by 'phone".
I queried the definition of "major incidents" with the HSE & have been informed that it should have stated "major injuries".
The response from the HSE is as follows:
"The new telephone reporting line is aimed at people without access to the internet and is for only fatal and major injuries (as defined in RIDDOR schedule 1). Other injuries, dangerous occurrences, cases of occupational disease, gas incidents, etc. should be reported via the web."

I still say they have gone about this backwards (as usual). The points relating to RIDDOR highlighted in last years review were 1) increasing reporting from over 3 days to over 7 (in line with the whole 'fit note' thing); 2) carry out a full review of the current RIDDOR regulations to see if they are still fit for purpose.
Why tinker with the regs, then carry out a full review which may result in them being completely rewritten? Or is the whle review thing in the key milestone paper published late last year now to be scrubbed?

I think that we need to distinguish what is actually happening with RIDDOR!
The changes on September 12th 2011 only relate to how reporting should be carried out, as per my previous posting - this does not require a change in legislation.
The proposed changes to time scales were approved by the HSE Board on the 17th August & recommend that the "over 3 day" reports should now extend to 7, & a further recommendation that the time scale to make this report is extended to 15 days.
These changes will require RIDDOR to be altered to reflect this & it is anticipated that new Regs. will be laid before Parliament in February 2012 with a proposed start date of 6th April 2012.
The HSE propose to review "wider issues" by April 2013 & then a full review of any implications in April 2015.

Since less than 50% of accidents that should be reported ARE reported, I suppose this means that the ones who do not report, will have much more time to not report them in ?
