Hi All,
I know that this isn't strictly an H & S issue, but can anyone direct me to a reference source regarding the requirements for licensing / tax / MOT etc for taking a MEWP less than 250m across a public highway. Multiple references have been made in discussions to "you don't need it", but a definitive reference source would be appreciated.

ptaylor / Zyggy, thanks for the quick replies - both the Highways Agency and the DVLA say it's nothing to do with them so I've now tried the DfT who say it's up to a 20 day wait to get an answer from their International Vehicle Standards Section as it's an email only enquiry line and they deal with "ministerial issues". I was just wondering if anyone has raised this question in the past and knew the answer or somewhere I could refer to.

Presumably a motor vehicle as defined? I don't think there are exceptions in that instance. Consider the implications for the organisation were there to be an accident? If this is a "one -off" why not put it on a trailer or tow it? If this will be regular, do all the things you mention

"Can this be avoided through better planning?" Unfortunately not - the job required is high level (> 6m) light access (bulb changing) and we don't want to use ladders for the WAH issues. There are only two alternatives to using the existing equipment (1) hire another MEWP for an hour to change the bulbs (2) replace the bulbs and fittings for descender type so that they can be changed at ground level.

It's not a motor vehicle as definged but it is a 'mechanically propelled vehicle' in the same way that quad-bikes / motor scooters / Segways are but it isn't modified for use on roads which raises oher issues entirely.
Having spoken to the DfT since starting this post - there do appear to be exemptions to certain requirements travelling under 1000m but I'll have to wait for the IVSS to reply before I know what these are and if they apply.
