Cutoff between working and non-working Supervisors

This is not a strictly an H&S question but I'm hoping someone may be able to help me out here. I have been onto the HSE website and done a google search but I couldn't find anything on it.
Is there a cutoff in the number of employees to supervisors?
eg: If you have 6 or less employees then you can have a working supervisor, but if you have more than 6 employees then you would require a full time supervisor.

I hope not... or our ratio will need to be dramatically changed!
What about the difference between direct supervision (e.g. young persons) and general supervision?

Is there a cutoff in the number of employees to supervisors?
No, generally I don't think that there are, and I suggest that the 'ratio' would in part be determined by a number of factors, including the level of risk, competence, experience, remoteness of the site etc etc.
IF, my memory hasn't failed me there is a little something in HSG65 and I wonder if there is something in the guidance to the 'Management' Regs
