In-House Training & National Qualifications Framework

Anyone know how a training course gets labelled as NQF Level 1/2/3/4/5 etc.?
I've been asked to pull together a matrix of training against the various levels of post in the organisation. The idea is to equate an NQF level of training against a level of post. No problem with external courses but I'm not sure if anyone's ever done the job with our internal stuff.
Any advice? Would you expect your training department to have the wherewithall to do this or should it be those that designed the course?
Cheers

Hi - too long to write about here but essentially;
The NQF is replaced by the Qualifications Curriculum Framework (QCF) - although there is still debate on what is happening in the future.
Basically you would need to get this done by an Awarding Organisation, eg City and Guilds, CIEH, or possibly a Sector Skills orientated education organisation.
There are 2 elements to consider; An element of learning is called a Unit. It can be generally about a subject or very specific. A Qualification is what the learners actually does- it can be a single unit or comprise several unit into one qualification. The standard and depth of study determine who the qualification is aimed at (L1 new employee to L7 specialist) what the qualification is called (Award, Certificate or Diploma).
The other way of doing it is to use what is already on the QCF and tailor it to your needs. So long as you follow the essentials of what is listed the Awarding Organisation should help you get accredited - as it is their qualification at the end of the day.
The QCF has level 1-4 H&S and subjects such as COSHH, MH etc. and you can search through it online. Search for QCF or Ofqal
