Hi I work for a pharmaceutical company and we used to make Glyceryl trinitrate tablets for heart patients . We now want to manufacture these again however the shipping agent insists that we be licensed to hold explosives which we never did previously . The nitroglycerine is desensitized in 90% lactose .The manufacturers MSDS states that it is not an explosive . Any ideas as this could close a major market for us . Thanks in advance.

I suggest you look at the HSE Explosives site http://www.hse.gov.uk/explosives/. There is a link to contacts on the left hand side of the page. They licence premises for the storage of explosives. If they agree with you that these materials do not need to be classified as explosives then their written say-so should help you with your supplier.

Hi, What is the % of nitroglycerin. As this will be a deciding factor. Depending on the composition will determine whether it is catogorised as explosive or flammable liquid/solid. Generally where Pharmaceutical products are ready for use i.e. packed for retail or distribution they would not be regulated.

The Nitroglycerine is in its raw material form(10% desensitized Nitro 90% Lactose) to be made into tablets using several excepients.

Somewhere in your organisation you must have a "Dangerous Goods Adviser". This is a legal qualification by an exam. It may be an external consultant. They should be able to sort this for you, as the definitions of explosive are quite technical and precise (e.g. the % of Nitrogen). Shippers get very nervous, however they will follow the international regulations. Get professional advice BW Peter

The question is more about the keeping of explosives than the transport of same. I would urge you to contact the HSE. Any any event, if you need a licence, it is not expensive and it is not onerous to hold such a licence.
