I have done everything I can to stop employes, smoking outside the fire exits, has anyone got any more ideas, I have even put glass tubes on the doors, and I have to change them twice a day,

What is your position in the company?
As if you do not carry enough 'weight' tell somebody that does and then get on with something else noting that unless your company has some formal instructions already in place as to what people can do/can not do at such locations you may have nothing to base any actions on other than best practice and note that it is the managers responsibility to manage

What's the problem: the smoking, the risk of fire entering the building, the resultant litter, the absent employees or the breach of security?
Several solutions occur to me: education/assistance to quit, removal of all combustible materials from the area, buy a brush and dustpan, amend pay arrangements, self-closers with a slam lock openable only from inside/alarm etc.
Why is this happening? Is the designated smoking area too far away? Are the smokers looking to reduce their absence time by smoking at a closer location? Are they merely lazy?
Employ only non-smokers and make it a condition of employment that they do not take up the habit. It is I believe still possible to discriminate against self-harmers.
It is Friday.

Like S4B, I wonder what the issue is. Is it the use of a fire exit that's the issue? If it that is the only issue, I wouldn't have too great a problem with it. In fact, you could say it was a bonus that the exits were being tried several times a day to ensure they did in fact open.
If it is a "real" problem, then the "ask, tell, penalise" route is the only effective answer.

You could alarm the door with an independent alarm (if there was a reason to do so)!
