Hi, I have been tasked with developing a workplace inspection checklist for my service group. I have completed a first draft and have included including a section for checking basic statutory requirements such as is the Health and Safety Law poster displayed in a prominent place, Is there a copy of the Employers Certificate of Insurance displayed. I have also included a section on Welfare Arrangements, and training particularly covering new starters, agency workers, and young persons etc., but my corporate HR are saying these sections should be covered in the annual h&s audit only. Can any member comment / feedback your thoughts on this?

Your HR are probably correct, Inspection is usually limited to physical aspects of the workplace, Safe Systems compliance by Safety Tours/Behaviour Tours and Procedure compliance by more formal monitoring and audit.

Thanks Ron, My thinking behind my Inspection Checklist that to be effective health and safety inspections need to take account of the Fundamental components common to most work activities and risk creation, namely: people, procedures, premises, and plant & substances. My Inspection Checklist has been developed with regard to the interaction between these components: People • Staff and Contractors • Non-employees (including visitors) • Competence, training, information, instruction • Behaviour, attitude and special needs Procedures • Job / activity design, planning & control • Operating procedures • Maintenance & emergency Plant & Substances • Storage, handling, transportation & use • Maintenance of engineering controls • Hazard information & signage • Emergency arrangements Premises • General Workplace (Health, Safety & Welfare) Regulations requirements • Suitability of design, construction & layout • Maintenance & repair • Safe access/egress & traffic routes Further comments would be appreciated.

Nothing wrong with that list David, but I'm sure most practitioners would see it as an unwieldy amalgam of inspection, monitoring and audit activiities, which are managed discretely for obvious reasons of time, resource, autonomy/independence and competency. Perhaps you could reflect on the "POPIMAR" principles as detailed in HSG65 or BS 8800.

David - who is the inspection checklist aimed at? Is it for you to complete or is it for managers. Oh and there is no longer a requirement for Liability Certificates to be on display (accessible is the requirement now I believe eg electronic)

The inspection checklist is for managers and workforce reps mainly.
