Working through the requirements of PM28 may suggest that a work platform is likely not to be suitable for planned maintenance work and other means of access would be more appropriate such as a MEWP. In my experience one ommission from many RA for the use of a WP is the suitability of the truck to be utilised, PM28 suggests that "Before any combination is used for the first time the working platform and truck manufacturer/supplier must be consulted." and the results of this consultation reap variable responses. All trucks built to the harmonised standards and many previously do not permit lowering of the forks if there is a power failure and as such consideration needs to be given as to the provision of emergency lowering within the hydraulic system.
