Is there any precedent on a two stage WMP plan - the first for construction waste and the second for 'operational' waste issues regards a Planning Application?

Many Local Authorities use the Planning Process to enssure that the SWMP Regs are recognised by clients and contractors. Operational Waste disposal is very often regarded as a valid requirement to be placed in many Planning Consents.
There is no precedent however to combine the two as they are apples and oranges in many respects. I would stick to 2 plans and appeal any Planning Requirment to combine them as invalid. The SWMP have to stand alone as they have very specific duties on clients, contractors and end of project reviews. This means an SWMP has to come to an end with the end of construction. The OWMP then is established separately.
