An employee got out of his car and slipped on ice in the car park, breaking his arm. RIDDOR?

If the car park is in part of the premises that the employer is in control of I would say yes.
In the good old days when you could call the helpline I had a similar call where the employee slipped in car park adjacent to our building but not under our control and this was not reportable for that reason. It was reported by the person in control as they sent me a copy of RIDDOR report

You don't have to actually work in the car park, for the accident to be "at or in connection with work" !!!
I would report this as a major.

Just playing Devil's Eggnog - if the Employee had just arrived for work and had not officially started "work" would people still report it?

Have a good read of the Workplace Regs, regulation 2.
I say yes, whack in a RIDDOR report.

Should have added to head people off at the pass that, yes it is a different Regulation, but it gives a good heads up on what is a workplace.

Yes; I would still consider that this arose "out of or connection with work"

Is the company in control of the car park? Would the employee have been using this carpark if not arriving for work?
