I'm trying to find some guidance for the installation and construction standards for fixed ladders and also what inspoection and testing they and/or their fixings etc require.

You need to be looking at BS EN ISO 14122 part 4: 2005 for the specification and varification testing of fixed ladders. Ongoing inspections are usually based on the being a form of work equipment.
