HSE Statisticsgenerally have incidence rates, not frequency rates as it is not practicable to calculate the total nuymbers of hours worked nationally, but there are estimates of employees working. Most benchmark versus a particular industry sector that is classified under SIC ( Standard Industrial Classification) Codes. http://www.hse.gov.uk/statistics/tables/ridind.xls
