We use a lot of safety equipment (all tested and mainly 6 monthly as personal issue to operatives e.g. harnesses, gas monitors, tripod, winches etc.). When you purchase a harness as example, I have one as I write this and the manufactuerres date is 01/08/2011, this has not been issued yet as it is a spare and is still in a sealed bag. When does the issue date start from for test? Is it when I issue the harness to a person e.g.Say today (11/01/12 which would mean the test date is 11/07/12 on a 6 monthly cycle) OR is it the manufactuers date? The point being is that if the harness is not issued it would be due for test on the 08/02/12 from the manufactuers date, yet it hasn,t been used, incuring a cost of the harness and the cost for a test before it has even been issued? or if I bought a harness with a later date it would have to go to test as soon as I bought it? I normally test after 6 months from when we recieve them (in use or not - as they can still get damaged in the bag), easier to keep track, and its one test date across the board.

Therefore are you starting your date from receiving the equipment and not from the manufactuers date?

I would suggest from the manufacturer's date Similarly to hard hats [not sure about the newer types] they used to have a life of 5 years and that was from the date of manufacture, not the date of issue. Items can degrade from sitting idle - canvass straps etc get 'kinks' in them or hard patches where they have been folded/stacked and these can have a detrimental effect on the fabric. Once the hard patches/kinks are straightened, the fabric starts to tear. For a good idea of how this works, if you have a local scout group ask them to unpack a tent that has not been used for three or four years - technically if stored correctly it should be ok but can guarantee that the fabric will have started to break down.
