Do you always have to designate a radiation protection supervisor when using equipment which produces ionising radiation? Or does it depend on the result of your intial risk assessment and level of risk?
We will be having a xray machine in one of our post rooms for checking suspect packages. It will be used a few times each day

Quick answer yes.
Check the ionizing radiation guidelines.
You'll also need to appoint in writing a Radiation Protection Adviser and notify the HSE you have a x ray device on site.

I am not sure you will have to notify HSE regarding the use of a small postal X-ray apparatus.
You may find you are exempt of the notification requirements. Have a look at Schedule 1 1(e) of the IRR 99 Regs.
You should consult on this with an RPA. who will also advise of any controls you may need to put in place.
Under the IRR 99 Regs may become a “Radiation Employer” if the X-ray apparatuses potential difference exceeds 5kV. Reg 2(1) (b).
In which case there is a legal duty to consult a RPA.
My own advice is always to always consult with an RPA on all matters regarding work with Ionising Radiation.
