Hi, I am not up on my scaffold safety however today I have noticed on one of our office blocks, scaffold that has been put up in order to put air conditioning chiller units ontop of the building. I have noticed that this scaffold does not seem to have any tags visible and has a winch (rope) at the top that is fixed between front and back handrails on the top level of scaffold. Is this usual? I am unsure if they really do intend to use the winch for the chiller units or if some crane device will be brought to site later on (not my project), however I have doubts about this project team and want to be on alert to ensure this is done safely.
Before I go snooping, I just wanted a bit of reassurance please.

Tags on scaffold aren't mandatory.
Whilst it's conceivable that a/c units could be winched or gin-wheeled up that wouldn't be my preferred option for such high-value units. Not sure what this "rope" thing is though. If the scaffold has anything more than a 50kg gin wheel jib then I believe a design cert will be required?
On a wider note, if there are things going onto the roof that require maintenance then there should be a concurrent consideration of WAH compliance/ access and possibly edge protection for that future maintenance. Access to the roof for future maintenance is presumably already available?
